Declaration of the Catalan Council of the European Movement on the military offensive in Gaza



The military offensive perpetrated by the State of Israel in the Occupied Palestinian Territories is shaking the entire world, and it is provoking a wave of reactions rejecting this flagrant attack against humanity.

This military action can today be qualified as genocide according to the independent UN Commission, which has assessed it in accordance with the legal definition of the United Nations Convention.

Arguments of responding to a previous aggression, or of fighting armed groups to guarantee future stability, in no case legitimize the disproportion of the actions carried out in Palestine, directly aimed at the civilian population who live (or lived) there, or who provide services there.

In this unjustifiable attack on a poor, sick, and starving civilian population, promoted by the attitude of an overbearing government and supported by an unleashed army, the entities that base their activity and raison d’être on respect for human rights and the peaceful resolution of differences cannot remain silent.



That is why the Consell Català del Moviment Europeu (CCME) wishes to add its voice to those that have already spoken out and those that will continue to do so with the following DECLARATION:

  1. WE RECOGNIZE the efforts made by organizations, entities, and individuals to put an end to the atrocities committed in the Occupied Palestinian Territories and to alleviate the suffering endured by its population.

  2. WE WANT TO RAISE AWARENESS in society about the gravity of the genocide to which the Palestinian population in Gaza is being subjected, and the irreparable harm its people, especially the most vulnerable, are being driven into.

  3. WE WARN about the extreme fragility of the organizations and institutions created by States to internationally provide tools for the protection of human communities, which for years have been struggling to guarantee the most basic rights of these people, and which are currently being disregarded without shame, on the basis of ideological and political premises rooted in contempt and dehumanization of the other, alongside the constant manipulation of information.

  4. WE DEMAND:

4.1. The immediate and permanent ceasefire and the end of aggressions in the Occupied Palestinian Territories, the immediate end of the genocide in Gaza, and the release of all persons deprived of liberty as victims of the conflict.

4.2. Disarmament and a military embargo against Israel.

4.3. The suspension of trade relations with Israel, the identification of those responsible for the suffering of Palestinian society, and the adoption of sanctions against them.

4.4. The definitive and permanent lifting of the blockade on humanitarian aid and the entry into these territories of organizations and individuals capable of distributing, with absolute guarantees, food, medicines, and basic necessity materials in humanitarian aid to those who remain there, and the return of those who have been forced to leave.

4.5. Increasing efforts to convene a peace summit as soon as possible, which could lead to the full recognition of an independent Palestinian State, already recognized by nearly 160 of the 193 United Nations member states.

4.6. An explicit condemnation, through an institutional declaration of the European Council, of the aggressions in the Occupied Palestinian Territories and the violations of the most basic rights of the people who are there or who have been forced to leave. These violations are violations of the foundational values of the EU as stated in Article 2 of the TEU, which, as the CJEU affirms, are values shared by all Member States and are the fundamental premise of mutual trust among them (CJEU judgment of 19 July 2024, paragraph 62).

4.7. The initiation of actions, by international organizations and national bodies, to prevent the impunity of all those who have promoted and continue to sustain the destruction of a population weakened physically and emotionally, and to ensure their accountability at all levels (civil and criminal).
