"Citizens of Europe, let's unite!" It is the second working paper in the Legacy Pasqual Maragall collection. Its author, Albert Aixalà, analyzes the action of Pasqual Maragall in the projection of the movement of European cities between 1991 and 1998, from his speeches and articles and his intense agenda and international activity. An activity that led him to weave an extensive network of contacts with mayors from all over the continent that placed Barcelona at the epicenter of the transformation of the role of cities to turn them into political actors of the new historical stage that opened in Europe after the fall of the Berlin Wall and the disappearance of the Soviet Union.
