The health crisis has highlighted the debate over the resources available to the public authorities in order to deal with the social and economic effects that derive from them. In this sense, the situation of the councils is particularly compromised as they are highly dependent on their own resources and are subject to regulations that limit their autonomy and ability to act. To these circumstances are added the notable differences both in terms of available per capita resources and the needs of each municipality. This treatment of local resources urgently requires a municipalist debate.

The Municipalist Conference, organized by the Fundació Catalunya Europa, consists of two sessions: the first aimed at debating the issue of local resources from the point of view of mayors and a second, to delve into the subject from a perspective technique.
